NOTICE OF PROPOSED SYSTEM DEVELOPMENT CHARGE (SDC) METHODOLOGY CHANGES

NOTICE is hereby given to the City of Newberg and interested parties of proposed changes to the City’s System Development Charges (SDCs) to be adopted for the 2026–2027 biennium.
Summary of proposed changes
- Wastewater SDC: decrease of 7%
, effective July 1, 2026. - Transportation SDC: increase of 6.06%
to fund planned infrastructure projects for the upcoming biennium. - Stormwater SDC: no change for
the 2026–2027 biennium. - Water SDC: no change
for the 2026–2027 biennium.
Availability of proposed methodology:
The proposed SDC methodology and supporting documentation will be available for public review beginning April 15, 2026 at:

Purpose:
The proposed updates align the SDC methodology with the City’s Master Plans and reflect incorporated projects, the City’s current financial status, outstanding debt, and reserve requirements.
