NEWBERG, Ore. — Filing opens June 3 for four seats on the Newberg City Council, including the mayor’s office, as the city heads toward its November general election.

The 2026 General Election is scheduled for Nov. 3. Up for election are the mayor’s seat and three council positions — Districts 2, 4, and 6 — currently held by Mayor Bill Rosacker and Councilors Peggy Kilburg, Robyn Wheatley, and Derek Carmon. All four terms expire Dec. 31, 2026.

Rosacker, Wheatley, and Carmon each confirmed via email to Newsberg that they will seek re-election. Kilburg has not announced plans as of press time on Monday, May 18.

The filing window opens June 3. Incumbent candidates face an Aug. 18 deadline; non-incumbents and appointed incumbents have until Aug. 25. Councilor candidates must reside in the district where they are running, though all seats are elected citywide.

To qualify, candidates must be registered Oregon voters who have lived within Newberg city limits for at least 12 months before the election. Prospective candidates can file either by submitting a declaration of candidacy and collecting 25 signatures from qualified voters in their district, or by paying a $25 filing fee. Filings are made by appointment with City Recorder Rachel Thomas.

The Yamhill County Clerk conducts the election under Oregon Election Law.
