NEWBERG, Ore. — With an atmospheric river bringing heavy rain to the region and a flood watch in effect for the coming days, the City of Newberg is urging residents to take immediate steps to reduce localized flooding and protect homes, businesses, and public infrastructure.

City officials said clogged storm drains caused by leaves and yard debris are one of the most common contributors to neighborhood flooding during sustained rain events. Residents are responsible for keeping sidewalks and streets adjacent to their property clear of debris, according to the city.
Raking or blowing leaves into the street can block storm drains, leading to standing water and unsafe conditions. The practice is a violation of the Newberg Municipal Code and may result in fines, the city said.
If residents encounter a clogged storm drain, they are encouraged to clear it using a rake if it can be done safely, or to report flooding to Public Works at 503-537-1234 during business hours. For safety reasons, officials advise residents not to step into standing water.
Newberg does not offer leaf pickup services. Residents with excess yard debris can request short-term or additional containers through Waste Management Inc., the city said.
City officials also encouraged property owners to address overgrown trees and shrubs, noting that fall and winter are appropriate times to prune most non-flowering trees. Poorly maintained vegetation can obstruct sidewalks, block sightlines at intersections, damage sidewalks, and force pedestrians and vehicles into unsafe positions on roadways, according to the city.
In addition to drain maintenance, the city is offering sandbags to residents concerned about flooding around homes or businesses. Sandbags can help redirect water away from doorways and low-lying areas during heavy rainfall.
Empty sandbags are available at Nap’s Thriftway, 112 E. First St., at the service counter. Residents can fill the bags at the city’s self-service fill station at Jaquith Park, located at 1306 N. Main St. Those using the fill station must bring their own shovels.
The city recommends filling sandbags halfway to two-thirds full so they lay flat and seal properly. Bags should be staggered like bricks, with overlapping seams, and tamped down after placement to reduce gaps where water can pass through.
Residents who observe significant flooding or storm-related hazards can submit through SeeClickFix, a public reporting phone app that allows residents to report hazards or other safety issues, or call Public Works at 503-537-1234 during business hours. After hours, reports can be made through dispatch at 503-538-8321.
City officials said early action by residents — including clearing drains, managing yard debris, and using sandbags where needed — can help reduce flood impacts across the community as heavy rains continue.
